After about 10 minutes of looking at the songs that came with GZ I figured out how it works. Sorry if it's vauge to you, if it is, let me know how to improve it!
*My goal is to make this easy to understand so rather then just telling you what to do, I try to tell you what you're doing at the same time*
After opening your DAT file for the song you want to add starpower to...
i.g.) <STARPOWER>:3:40:10
<STARPOWER>:(difficulty # ):(start time):(duration)
1) Right under the tempo tag you write "<STARPOWER>" without the quotes.
2) Using no spaces, put a colon ":" then the number of the difficulty (0=Easy 1=Medium 2=Hard 3=Expert) then another colon.
3) Using no spaces, put the starting time of the starpower (in seconds) then another colon.
4) Using no spaces, put the duration of the starpower (in seconds), NO COLON
Say you have a 2 minute song and want star power from 0:20-0:25 and 1:40-1:50, you would do this (I'm using expert for this example)
<STARPOWER>:3:20:5 ~ SP starts 20 seconds into the song at 0:20 and lasts for 5 seconds
<STARPOWER>:3:100:10 ~ SP starts 100 seconds into the song at 1:40 and lasts for 10 seconds
Keep in mind that starpower doesn't have to start at the same time as a note, nor does it need to end at the same time a note does. It just tells GZ when to turn starpower notes on. If a sustained note starts in a SP phrase and ends outside of one, the WHOLE sustain is still in starpower mode till the end. But if a sustained note starts OUTSIDE of a SP phrase and the sustain goes INTO the the SP phrase, the sustain is NOT and WON'T BE in starpower mode.
Whole seconds don't need to be used. If you want starpower for 5 and 1/2 seconds or starpower to start at 124 and 1/4 seconds, you just type in the decimal value. (5.5 / 124.25)
Hope this helped you understand how Guitar Zero's STARPOWER works!
If the above still had you a little confused, read below (keep in mind, this section below is a work in progress)
Tips on adding STARPOWER!

[glow=red,2,300]So if you want star power to include notes at time A and B
the start time will be
Time A rounded down to three decimal places, minus .001 or:
start_time = (floor(A*1000)/1000) - .001
and the duration will be
Time B rounded up to three decimal places, minus the start time
plus .001 or:
duration = ((ceiling(B*1000)/1000)-start_time) + .001[/glow]
Info to gather from that...
ALWAYS USE LESS THAN 3 DECIMAL NUMBERS!
xxx.227 (wrong)
xxx.22 (right)
A reminder is STARPOWER does not run on click times! They run based on TIME itself! (this is crude but I hope it works)
Say you have notes A, B, C, D, & E.
You want starpower on B, C, & D but not A & E.
You find notes A & E on the dat file, write down the times
When you add the starpower, make sure the time you start the phrase is after note A, but before note B. Also, it must end before note E but after note D
[Very] Simple example)
**** = STARPOWER start
^^^^ = STARPOWER end
<STARPOWER>:x:1.5:3
<NOTE>
start:1
duration:1
**** (time 1.5 seconds)
<NOTE>
start:2
duration:1
<NOTE>
start:3
duration:1
<NOTE>
start:4
duration:1
^^^^ (time 4.5 seconds [3 seconds after starpower starts])
<NOTE>
start:5
duration:1
NEVER EXCEED 2 DECIMALS!
A simple method is...
When you have a note you want starpowered, take the note's time, and backspace it till you have 2 decimals left in the number, that will be your STARPOWER start time. There really isn't an easy method for finding the end time that I know of, so just do some fuguring and get back to me if you find one!
(Sorry if this was confusing, if it was, tell me how)
