My Pc doesnt have a pci express slot or agp... My current "video card" is an intel 82915g/gv/910gl express chipset family
is the PowerColor HD 2400 PRO 256MB PCI better than my old video card on my laptop? (nvidia geforce go 7300 128mb) ?

Hi stran. The card you are interested in is definately better than the 7300 Geforce. It has DX10 support and slightly more rendering power than the 7300 (meaning things will play better/load faster, but only slightly in this case). It is morely closely matched to an 8400 Geforce if that gives you a better idea.
The card itself is very weak though, i appreciate your stuck needing a pci card, of which there are very few available, but i think you seriously need a new motherboard at this stage, else you are going to be spending money on redundant hardware. (the old gfx card)
