buy everything in pieces... it'll generally be cheaper than buying the drumset altogether in a nice package. plus you'll want (or more like NEED) a stand. and if you want to record you'll need a compressor mic.
also, pawn shops are good places to look, and sometimes you can even find new stuff in them, or nearly new stuff. and don't buy off-brand stuff generally. it might cost more but it's worth it. i really kinda favor pearl and zildjian stuff, but whatever works i guess.
i already asked the same question in another thread, and one of our more knowledgable members (canped) help to answer my questions. i'll try and find the thread for you and post the link here.
PS: in case you're wondering, i have a roland v-drums set with a somewhat out-of-date module (the TD-3) but it works perfect for the money, and i have a nice setup now (thanx to canped) so that i can record.
