Try putting them in the songs folder, maybe? You'll probably need to unrar them first using WinRar.
If that doesn't work, then there's a problem with the .ini file
Mods get copied over the original 'resources' folder (so make a backup) unless you use the mod-switcher tool but I don't so no help there.

It uses .ini (at least with .mid, which is all I ever use)
Trust me
it can use .dat in which case, yes, there is no need for a .ini
If you have a folder in the songs folder with the right files it will work. You can't just dump the .dat and .oggs into the songs folder, of course. They need to be in their own folder e.g.
songs/MySong/song.dat
And at least a 'song.ogg' should be in there as well.

first off
gz supports .mid .dat and .chart files
to install a mod download it, extract it open up the extracted file
there should be a folder called resources replace it with the one in your gz beta folder (make sure you copy your old resources folder.)
if your looking to have multiple mod packs then you need to get the modswitcher and read the tutorial on how to work it
by the way you needed to post this in the help section
