darkdemonlord8"The program for the controllers" -> what exactly do you mean by that? Are you using something like joy2key? Why are you doing that?

You don't need it, you can just plug them straight in. Check the 'setup for controllers' thread.

Try this:
Startup GuitarStar.exe ctrl+alt+del to open up running processes right click on guitarstar.exe and change the priority to "Normal" instead of "Above Normal", for me the game ran way worse on "Above Normal" with the sticking and all kinds of weird stuff.

Good, just FYI, callisto said that in the next version he would make the process priority changable, so I'm guessing it'll be in the config.xml file.

When I try to run GuitarStar.exe, I got a error like that: "GuitarStar crashed. Cause: Microsoft.Xna.Framework.NoSuitableGraphicsDeviceException: Could not find a Direct3D device that has a Direct3D9-level Drive and supports pixel shader 1.1 or greater. (...)" What should I do?

This is not the place to post help questions. Please repost your question in the help sub-forum in case anybody has anything to add to the answer.
You probably either need a new video card as you need one with pixel shader 1.1 or 2, or you can try to download a different mod (GH3 for example) and try that. Some people have issues with the default notes.
Please nobody respond to my answer here and wait for him to post in the help section.
